The human resources strategy for researchers
The European Commission’s Human Resources Strategy for Researchers aims to ensure the attractiveness of research careers and improve the recruitment and working conditions of researchers across Europe. On 23 August 2021, université Paris 1 Panthéon-Sorbonne was awarded the Human Resources Strategy for Researchers (HRS4R) label, which confirms its positioning at the European levels.
It is now one of the 700 European organisations committed to applying the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
The university is now working on the implementation of the 41 actions planned within this framework.
The actions planned by université Paris 1 Panthéon-Sorbonne are based on the four pillars that promote the mobility and careers of researchers in the European Research Area (ERA):
- ethical principles and professional responsibility ;
- recruitment, career development, mobility ;
- working and safety conditions, work environment ;
- training.
With the visibility and attractiveness it offers, the HSR4R label is a major asset for researchers who wish to host their European projects within the university. It attests to the quality of the recruitment and work environment offered by Paris 1 Panthéon-Sorbonne University to its research units.

Young associate doctor status
Since January 2023, 19 young doctor or associate doctor agreements have been set up within 10 of the university's research units.
A Guide for Teacher-Researchers
The teacher-researcher guide has been online since September 2023, and is available in French and English. A bilingual paper edition will be widely distributed throughout the institution in early 2024.
Career mobility officer
The position of career mobility officer has been recruited. The position will be filled in February 2024.
Legal fact sheets : Copyright
A legal fact sheet on copyright applicable to teacher-researchers for the publication of works was published in December 2023. New factsheets will be published in January 2024.

A legal fact sheet on photographic credit was published in December 2023.
Actions completed

A survey of new actions to be taken within the framework of HRS4R
In July 2023, the university presented to the European Commission's experts its report for the interim evaluation of the actions it had committed to develop for the period 2021-2023. It was an opportunity to propose new actions for the next three years. In order to help the institution to prioritize the actions, a survey was sent to the community on May 21, 2023.
Five areas were involved:
- Area 1: Research ethics and integrity
- Area 2: Evaluation, recruitment and career progression
- Area 3: Working conditions
- Area 4: Open Science
- Area 5: Science with and for society

Young associate doctor status – 2023
Since January 2023, the university has offered research units the opportunity to grant young associate doctor status to PhD holders who have graduated from Paris 1 Panthéon-Sorbonne University in less than four years.

The “Support for research” training pathway - 2023
The “Support for research” training pathway is one of the actions programmed as part of the HRS4R label. It comes in two formats:
- A training course on “support for research” (the initial format) offering internal training for administrative managers of research units, as well as of the university’s doctoral schools. This took place on the 18, 19 and 26 January 2023.
- A complementary and calibrated training path that will complete the skills throughout participants’ careers.
